The graphic right above this post with the two arrows in opposite directions pretty much explains everything. DOT has no direction and no clue as where to go next. Once you start miscommunicating or contradicting in an emergency you lose the trust of the public. Maybe the "great Pause" shouldn't have included communications.

Those items are a part of the "essential services" being provided to you, at great expense, by groups like the "Emergency Operations Center"and "The Mayors Task Forces".This is your tax dollars at work, providing guidance, direction, and safety, to you and your family in this time of crisis. And the gotta have something to do to keep themselves employed. Apparently, they refuse to pick up the dogshit or help clean the washrooms, jobs they actually are qualified for.
Yes, the graphic suggests confusion. A perfect representation of the council's revolutionary spring offensive. The Keystone cops running off in all directions. A lot of verbiage, an historic fizzle, a few drops of spittle.
