Meanwhile ask any visitors you see if they know about the town water shortage and their answer will be that they don't know what it means to them or what they are supposed to do.
Those visitors who know nothing will in all probability be in an absentee owner vacation rental. Hotel visitors are not much better. One did not know not to fill that outdoor soaker bathtub they had. They'd heard that there was a water shortage but didn't know what they were supposed to do as in to not use that tub.
Why should the residents pay for a water system expansion when it is the resorts and vacation rentals and fish plant that are using all the water? Plus they are getting it at lower than the actual cost per cubic meter of collecting and treating it. The residents are subsidizing the businesses.
