Sounds like something for Tofino to explore as well.

There's dozens of these in Tofino. Everyone knows it. It's been going on for years, there are established businesses build around it, employing dozens of people.
My question is, Why doesn't council simply issue these places business licenses and allow them to operate legally? License fees, hotel tax, commercial property tax rates.... This could be a big source of revenue for the district.
Then the money could be used to pay for more "affordable housing" studies, art grants......or simply be wasted on improved sewer and water infrastructure.

At least Vacation Rental owners pay for their water unlike some resorts
