Olsen Rd Project to Cost More !! Special Council Meeting Called

Olsen Road Storm Sewer and Watermain Upgrade (Report from Manager of Public Works and Building Inspection)
Recommendation:
1.      THAT the report “Olsen Road Storm Sewer and Watermain Upgrade” dated June 11, 2013 be received for information.
2.      THAT the "Olsen Road Storm Sewer and Watermain Upgrade Contract" with David Stalker Excavating be amended by deleting the entire storm sewer component of the contract.
3.      THAT $198,708 be transferred from the storm sewer budget to the watermain upgrade budget. 
4.      THAT the "Olsen Road Storm Sewer and Watermain Upgrade Contract" with David Stalker Excavating be amended to allow a contingency of $122,290 for trenching in culturally sensitive areas.
5.      THAT the budget  for archaeological costs for the "Olsen Road Storm Sewer and Watermain Upgrade" be increased to $49,059.
6.      THAT the budget  for environmental and inspection costs for the "Olsen Road Storm Sewer and Watermain Upgrade" be increased to $35,542.    
        
Now the contractor wants additional funds because they have found sensitive material at the work site.............while the Manager of Public Works and Building Inspection is recommending the above, council wants to take a better look at the situation :

Glad to see Council taking a better look at this rather than follow the Manager's recommendation to write a blank cheque to the contractor !!

One would think that the manager of public works would have arranged to dig up first st. when it would have less impact on the shops and restaurant.What's with that ?

Did the Manager of Public works do the required test hole to see what might have been in the ground. if not why not and why didnt the tender process have a clause in it to protect the Municiplity and contractor should have bid this project acordingly .

I notice that, since it's no longer being used as a principal detour route, that Gibson St between 4th and Campbell has been allowed to return to it's normal state......a pot-hole filled wagon trail!!

Why is the road by the Schooner being torn up in tourist season. Grossly unfair to the business. Same thing happening to Himwitsa and Sea Shanty. Hard enough to earn a living here sure don't need the municipality working against you .

So, the contractor took on a contract to perform a service, for a certain price.
Now, the contractor encounters difficulties, so he wants the customer to pay for his problem.
Doesn't the contractor have enough experience to realize that he must be prepared to encounter such problems? Doesn't he have insurance to cover such contingencies? Didn't he put a clause in the original contract to deal with something like this? Why not? Was "getting in the lowest bid" more important?
Life is tough. Live up to the agreed upon contract, or pack your tools and go home.
Lots of other guys are looking for work.

are things happening in ultra slow motion ... Tofino time or is it just me being bitchy? ie finish the landscaping and the steps down to the dock that were stated about a month or so ago ....seems to be taking a way too long ..

I don't think they can finish the planters until they figure out what the contractor is going to do about the sharp edges to the stone slabs. If you look at them you'll agree that if someone falls on them they'll do a great slicing job on any flesh.

After being told for too many years to save water in Tofino a lot of locals and businesses equipped there home with rain collection tanks to save on this very expensive commodity.
What is it about the new irrigation symtem on Campbell street new section, since when do we need irrigation to grow grass or anything else in Tofino .What a waste of money
Check the old garden at the corner fourth and Campbell (Wilson building) the 10 year old garden is getting fitted with irrigation after doing very well without the water system for all these years. The work has been dragging on for much too long not too mention the cost
