Tofino Chamber of Commerce received nation wide press coverage for its stance against the Northern Gateway pipeline.No mention was made of the continued discharge of raw sewage from Tofino and Esowista into local waters.

The Dunning-Kruger effect, named after David Dunning and Justin Kruger of Cornell University, occurs when incompetent people not only perform a task poorly or incompetently, but lack the competence to realize their own incompetence at a task and thus consider themselves much more competent than everyone else. Put more crudely, they're too stupid to realize they're stupid. (The inverse also applies: competent people tend to underestimate their ability compared to others.)
If you have no doubts whatsoever about your brilliance, you could just be that damn good. On the other hand...

The Dunning-Kruger effect is a slightly more specific case of the bias known as illusory superiority, where people tend to overestimate their good points in comparison to others around them. The effect has been shown by experiment in several ways, but in this case Dunning and Kruger tested students on a series of criteria such as humour, grammar, and logic and compared the actual test results with each student's own estimation of their performance.
Those who scored well on these tests were shown, consistently, to underestimate their performance. This is not terribly surprising and can be explained as a form of psychological projection: those who found the tasks easy (and thus scored highly) mistakenly thought that they would also be easy for others. This is similar to "impostor syndrome" — found notably in graduate students and high achieving women — whereby high achievers fail to recognise their talents as they think that others must be equally good.
More interestingly, those who scored lowest on the test, in the bottom quartile, were found to have "grossly overestimated" their scores. Conversely, those with the highest scores underestimated their performance in comparison to others. And what about the underachievers who overestimated their performance? In the words of Dunning and Kruger:
This overestimation occurs, in part, because people who are unskilled in these domains suffer a dual burden: Not only do these people reach erroneous conclusions and make unfortunate choices, but their incompetence robs them of the metacognitive ability to realize it.

Priorities

One of the roads pictured below is scheduled for a million dollar upgrade.....if you thought it would be the one under water you'd be wrong......Council is planning to upgrade the section of Campbell between 3rd and 2nd streets........while it isn't pretty it actually functions......Hellesen Drive,the only public access to Mackenzie Beach is in terrible condition and often flooded........it has been in this condition for years......just like the firehall paintjob that never got finished some things are just left to fall apart.....

VANCOUVER AQUARIUM STRIVES TO SAVE SEVERELY INJURED RESCUED SEA OTTER
 
Vancouver, B.C. — A veterinary team at the Vancouver Aquarium Marine Mammal Rescue Centre is working around-the-clock to save a severely injured sea otter suffering from gunshot wounds to his head and body.
 
Staff from the Rescue Centre rescued the animal from Tofino, B.C. on October 18 and admitted him to the Rescue Centre where he is receiving critical care and monitoring. The team is currently working to stabilize the animal, but diagnostic tests have revealed that his condition is very serious.

More sewer questions

   I still cannot understand how the District of Tofino was measuring the temperature of  the sewage discharge instead of the volume ?? As is noted below the permit requires that the flow be measured and recorded daily.How could this go unnoticed on the first day that there was an error ? How could it go unnoticed for months ?
 What I also cannot understand is why Council is seemingly unconcerned with this debacle ?

Tofino Sewer System Background
• Tofino’s first sewer main and outfall was down Fourth Street
from school to breakwater at harbour.
• Serviced all of the properties within gravity accessibility.
• Installed in 1972 by Federal Government as part of
Wickaninnish School project.
• October 1984 present discharge permit PE 07058 issued for
new sewer system to service entire district includes outfall
locations at Cedar Street and First Street discharging into
Duffin Passage.
• This sewer infrastructure was funded by 11,000,000 Tourism
Improvement Grant

• Discharge of effluent from Cedar and First street comminutors
to Duffin Passage to a depth of 34m.
• Maximum discharge 3800 cubic meters per day.
• The characteristics of discharge to be typical of preliminary
treated municipal sewage and typical fine screened fish
processing effluent.
• The authorized works outfalls, diffusers, bar screens and
comminutors to be operational from permit date forward.
They are required to inspected and maintained in good
working order.
• No waste is to bypass the approved treatment process.
• Pipeline to be posted above the high water mark.

Conditions of permit PE 07058
• Outfalls lines to be inspected annually.
• Provisions for future disinfection.
• Based on Receiving Environment Monitoring additional
treatment could be required.
• Solid waste from system to be disposed of by ministry
approved method.
• The system to be operated by an operator certified by the
EOCP.
• The flows are to be measured and recorded daily in a 24 hour 
period.
• Receiving Environment Monitoring Program to established
and carried out in accordance with Ministry accepted methods.

Sewer System Update

Tofinonews has learned that contrary to previous reports the Stage 3 Liquid Waste Management Plan is not complete.In fact,there is some data missing that is needed to complete the plan.For some time the meters at the First St, outfall were measuring the temperature of the sewage instead of the volume.The District needs a full year of recent sewage discharge data to complete the Stage 3 LWMP.This means we are a year away from completing the plan and hopefully applying for a grant to help finance a Sewage Treatment Plant
   How nobody noticed this is incomprehensible......we have highly paid staff and highly paid engineers that should be watching this......If a leak had occurred it wouldn't have been noticed until the shit hit the fan ! If there was groundwater infiltrating into the system it would also have gone unnoticed........
   Do the bosses at Public Works not check these meters on a regular basis ?
   Do the bosses at Public Works not have the slightest interest in the amount of  change in sewer discharge since the Esowista connection ?
   Do the engineers not check and analyse the data ? They have been paid hundreds of thousands of dollars
   Does the Ministry of the Environment not read the reports from the District ?
   Does no one know the difference between units of temperature and volume ?
   A year ago the blog spoke about the sad state of our sewer system and nothing has changed......
   There is absolutely no accountability....

Winnipeg Police

Re:         Winnipeg Police Service “Cops for Kids”
               Cycling from Winnipeg, MB, to Tofino, BC
               Sept. 9 through 13, 2013

Starting today, 16 Winnipeg Police Services (WPS) police officers will be cycling continuously (24 hrs per day!) from Winnipeg (MB) to Tofino (BC). The officers will be cycling in teams of 4 bicyclists. Each team will complete 50 kms per shift, and collectively bicycle a whopping 2,579 kms before arriving in Tofino.

The WPS Cops for Kids bicycle ride raises monies for the Children’s Wish Foundation of Canada. These funds are used to provide Wishes to children suffering from life threatening illnesses such as cancer, congenital heart defects, Cystic Fibrosis, organ failure and Muscular Dystrophy.

The WPS Cops for Kids team will be arriving in Tofino on Friday, Sept. 13, 2013, at an estimated 5:30 PM. They will end their ride on 1st Street Dock, Tofino, where they will assemble for a team photograph. Tofino RCMP are looking in to the possibility of leading the cyclists in to Tofino and having them officially met at 1st Street Dock. More details will be released as they develop.

The community is invited to attend to 1stStreet dock upon the arrival of the WPS bicyclists to congratulate them for their hard work.

Note: Cpl Waddell, Tofino’s Cops for Cancer 2013 rider, will be absent with a Cops for Cancer tour event at when the WPS cycle in to Tofino. Cpl Waddell appreciates how important Wishes are as part of the critical illness therapy process. In 2008 The Children’s Wish Foundation granted his son his wish to surf in Hawaii.

Cops For Cancer

 Tofino RCMP Cpl Andrew Waddell to be the first Tofino RCMP Police Officer to participate in the Canadian Cancer Society’s – COPS FOR CANCER - TOUR DE ROCK
What is Cops for Cancer? Each fall more than 100 law enforcement and emergency services personnel from across BC cycle thousands of kilometers across the province. Schools, organizations, businesses and ordinary people in over 60 BC communities show their support by organizing fundraising events and activities and pledging to raise thousands of dollars. Why? To show families who have a child with cancer that they do not have to face their journey alone.
     This year we’re celebrating 16 years of Cops for Cancer in BC. Since its inception on Vancouver Island in 1998, Cops for Cancer has expanded across the province into four incredibly successful tours which have raised almost $28 million collectively to fund pediatric cancer programs and research.

Tour de Rock is a two week, 1000 km cycling Tour which travels across Vancouver Island from Port Hardy to Victoria. Being part of the Tour is much more than a bike ride. It’s a year of planning, organizing and participating in numerous events throughout the year and working with schools, community groups and the public to raise the much needed funds that help make a difference. Over the years, Tour de Rock has raised over $17 million!
     In 2013, the 16thyear of Cops for Cancer in BC, Tour de Rock will take place from September 21 to October 4.

Cpl Waddell’s Bio: Andrew has been a police officer with the RCMP for 27 years, with service completed in Manitoba, the Northwest Territories & Nunavut, and British Columbia. He is presently in Tofino. Andrew, along with his wife Vicki, and children, Justin and Katelyn, loves to kayak, surf, and partake in the West Coast Life Style.
     Andrew is known locally as Tofino’s “Bike Cop” given his frequent commuting by bicycle. Really, Andrew takes advantage of bike patrol for exercise, a break from the office computer, and to minimize his carbon footprint. He’d prefer to be known as the “Green Cop”!
    Andrew and his family have embraced the goals of the 2013 Cops for Cancer Fund Raising Drive and will be working hard to raise such needed donations. Their drive comes from a family who has been actively engaged in cancer therapy for many years. Andrew started their cancer experience after being diagnosed and treated for a brain tumor. While the tumor is still present, it has been stable for many years and is no longer a cause of concern. Next was Justin, who at 17 months was diagnosed with Acute Lymphoblastic Leukemia (ALL). Justin completed a 3 year treatment protocol and remains in remission. Today Justin is a healthy 15 year old who has taken the saying “Live to Surf” completely to heart! Vicki has had an early melanoma skin cancer removed as well as a couple of basal cell carcinomas. She sees a dermatologist regularly to keep a close watch on her skin.
     The Waddell family is thankful for established cancer therapies and support agencies they have and will continue to access. They look forward to contributing to the fight for a cure through the Cops For Cancer 2013 Tour.

On July 9, 2013, Warn Bay (near Tofino), BC, resident Joseph Cousineau, age 57 yrs old, was charged with one (1) count of Sexual Assault (Section 271(1) CC) stemming from a report of a sexual assault that allegedly took place in Tofino on June 6, 2013. Mr. Cousineau was released on an Undertaking before a Justice with stringent conditions including:
 
- Reside at Warn Bay, BC
- Not to be in Tofino except for Tuesdays and Wednesdays from 8 AM to 5 PM and court commitments
- Not to be in possession of, or consume, liquor, or be intoxicated, while in Tofino, and
- No contact with the Victim.

Summer Construction Questioned

Many people have questioned the wisdom of the Public Works Dept for scheduling construction during June and July.......this photo was taken at 2:30 pm on Saturday......the scene is not exactly appealing to tourists.....the same can be seen on  Second  St by the Schooner and on Olsen Rd.......
  On the other hand many people are happy to see the pavement repaired on Main St.
  There are restrictions put in place by Fisheries and Oceans for work being performed in the tidal zone but the work on First St has been dragging on.As far as I know the Fisheries restrictions only applied to the storm drain outfall on Olsen Rd.........Having an excavator and barricades right in front of your business in the middle of summer makes it hard to attract customers.......Let's hope that in the future such work is done in the shoulder seasons...............

Olsen Road Press Release


Subject: 2013-06-21 Press Release - Olsen Road Watermain Upgrade

Immediate Release
Construction Update – Friday, June 21, 2013 as of 2:00 pm

Upgrades to the Olsen Road Watermain will begin on Monday June 24th. There will be traffic interruptions and no parking along Olsen Road during construction, but the road will remain open. Water service interruptions will be kept to a minimum and 48 hours notice provided. This project is scheduled to be completed by July 15, 2013.

The upgrade includes installations of new hydrants and service connections. This project is funded through Property Value Tax Levies and the Small Community Investment Fund. The work is being completed by David Stalker Excavating of Ladysmith B.C.

The project area has been identified as culturally sensitive. An Archaeologist and cultural scanners will be onsite at all times examining the soil for culturally significant artifacts. Significant findings will be kept on site until a transportation permit is issued.

Olsen Road Storm Sewer and Watermain Upgrade (Report from Manager of Public Works and Building Inspection)
Recommendation:
1.      THAT the report “Olsen Road Storm Sewer and Watermain Upgrade” dated June 11, 2013 be received for information.
2.      THAT the "Olsen Road Storm Sewer and Watermain Upgrade Contract" with David Stalker Excavating be amended by deleting the entire storm sewer component of the contract.
3.      THAT $198,708 be transferred from the storm sewer budget to the watermain upgrade budget. 
4.      THAT the "Olsen Road Storm Sewer and Watermain Upgrade Contract" with David Stalker Excavating be amended to allow a contingency of $122,290 for trenching in culturally sensitive areas.
5.      THAT the budget  for archaeological costs for the "Olsen Road Storm Sewer and Watermain Upgrade" be increased to $49,059.
6.      THAT the budget  for environmental and inspection costs for the "Olsen Road Storm Sewer and Watermain Upgrade" be increased to $35,542.    
        
Now the contractor wants additional funds because they have found sensitive material at the work site.............while the Manager of Public Works and Building Inspection is recommending the above, council wants to take a better look at the situation :

Re: Tin Wis Resort - Break Out & Attempted Theft
      Tofino, BC         May 1, 2013
 

In the early hours of Wednesday, May 1, 2013, security personal at the Tin Wis Resort, Tofino, discovered a male rifling through their liquor stocks. Upon being discovered the suspect fled the property. RCMP attended and initiated an investigation.
 
On Friday, May 24, 2013, Vancouver Island resident Mark William Bastone, age 41 years old, was arrested and charged with Attempted Break Out and Theft for the above noted incident. He was subsequently released before a Justice with conditions such as;
 
a. not to be within one (1) kilometer of Tofino unless attending Court or an urgent personal medical matter
b. obey a curfew of 9 PM to 6 AM, and
c. not to possess alcohol.
 
Upon conclusion of court the Tofino RCMP, with the assistance of the RCMP Marine Unit, transported Mr. Bastone to his vessel located outside of Tofino.

DISTRICT OF TOFINO APPOINTS NEW CHIEF ADMINISTRATIVE OFFICER

The District of Tofino is pleased to announce that it has appointed Bob MacPherson as its new Chief Administrative Officer (CAO). Bob, who will begin on June 10, 2013, comes to the District of Tofino from the Resort Municipality of Whistler where he has worked in several municipal leadership positions, including Interim CAO, General Manager of Corporate and Community Services, and General Manager of Planning and Development.

Free Bike Tail Lights


The Tofino RCMP police officers have been very impressed as of late with the noted increase of cyclists displaying proper bicycle head lights while cycling at night. The police officers have also noted that many cyclists have a head light, but not a tail light. It is a Provincial Statute requirement that cyclists have front and tail bicycle lights when cycling at night. It also makes good sense from a safety perspective.
 
Well, to contribute to a solution to this paradox, the Tofino RCMP have teamed up with Marc from TOF City Cycles and acquired twenty-five (25) bicycle tail lights. Marc and the Tofino RCMP will be installing these lights on Tofino cyclist bicycles on Friday, April 19, 2013, from Noon to 1:30 PM at the Tofino RCMP parking lot (detachment garage in rear if the weather is poor). First come, first served.
 
This offer is limited to District of Tofino residents who have a bicycle and periodically cycle at night.

The High Cost of "Restructuring"

     The mean-spirited firing of long time District of Tofino employee Sally Mole has cost the taxpayer more than $90,000.00 .Please ask your councillors if they think this is good value ? Since the firing or restructuring , two former Parks and Rec staff have advanced their positions and the District is hiring more staff for the former Parks and Rec Dept, so where are the savings ? This amount is just for severance never mind a wrongful dismissal lawsuit.Shameful !! Please note that this took place under the watch of former Mayor Perry Schmunk and former CAO Braden Smith.For what it's worth things seem to much better without them.......
