ANNOUNCEMENTS FROM THE MAYOR

National Volunteer Week

WHEREAS
• 13.3 million Canadian volunteers give their time to help others, contributing 2.1 billion volunteer hours per year; and
• volunteers in Tofino mentor and teach our children, care for our sick and dying, bring us arts and cultural events, beautify our green spaces, and fundraise for our charitable organizations; and
• Tofino’s volunteers are young, old, families, workers, retirees, men and women of all ages and backgrounds; and
• the collective result of the work done by our community’s volunteers is that Tofino is a better place to live; and
• the District of Tofino wishes to recognize volunteers, inspire future volunteers, and promote volunteering as part of a healthy and rewarding lifestyle;

NOW, THEREFORE, I, Josie Osborne, Mayor of Tofino, do hereby proclaim April 21-27, 2013, as National Volunteer Week, and urge my fellow citizens to recognize the crucial role played by volunteers in our community.

Correspondence from the Chair of the Islands Trust Council to the Honourable Denis Lebel, Minister of Transport, Infrastructure and Communities regarding the recently released Transport Canada report on Derelict and Abandoned Vessels in Canada.
2.
News Release from the Alberni-Clayoquot Regional District (ACRD) announcing that the proposed 2013 budget of approximately $16 million represents an overall tax increase of 1.26 percent over the previous year’s budget.
3.
News Release from the Alberni-Clayoquot Regional District (ACRD) announcing a $2.2 million water improvement project, funded by Federal gas tax revenues, that will benefit the West Coast and Alberni Valley areas of the Regional District.

CORRESPONDENCE REQUIRING ACTION
1.
Correspondence from the Mayor of the District of Invermere (District) regarding the Ministry of Community, Sport and Cultural Development’s response to UBCM Resolution B55 which expressed concern about the incorporation of the Jumbo Glacier Mountain Resort Municipality through Letters Patent that provide, as a transitional provision, for the appointment of the Council by the Minister, and requesting that every local government be asked to support the District’s resolution encouraging the UBCM executive to submit an application to the Supreme Court of BC seeking intervention status in the case between the West Kootenay Community Ecosociety and the Province of BC and further requesting, that every local government be asked to express their concerns directly to the Province.
2.
Correspondence from the Chair of the Alberni-Clayoquot Regional District (ACRD) providing an update on the status of the West Coast Multiplex project and requesting that each of the service area participants (Tofino, Ucluelet and Long Beach Electoral Area) allocate $2,000 towards in-kind services to assist the Westcoast Multiplex Society (Society) with copying and production costs, and further that Council and Staff from each of the Districts participate on appropriate committees to be established by the Society.

Clayoquot Community Theatre - License to Occupy Renewal (Report from Director of Financial Services)
THAT the 'License to Occupy and Management and Operating Agreement' between the Clayoquot Sound Community Theatre Association and the District of Tofino be renewed, as presented.
b)
Theatre Sign Contract (Report from the Recreation Programmer)
THAT the proposal submitted by Boulton Brothers Construction to build the Clayoquot Sound Community Theatre/District of Tofino Notice Board be approved at a cost of $5,880 for steel post construction; OR at a cost of $5,163.20 for cedar post construction, both costs are inclusive of HST.
c)

Recommendations from the Committee of the Whole:

    THAT a letter be sent to the Clayoquot Biosphere Trust (CBT) advising that the District of Tofino is undertaking a feasibility assessment for a Civic Centre in Tofino and hopes that the CBT will engage as potential partners.
  2. Resolution No. CW 25/13 Moved by Councillors Thorogood/Cameron
    THAT those staff that worked on the OPC Update be recognized for their diligence and hard-work, and that this be recorded in their personnel files.
  3. Resolution No. CW 27/13 Moved by Councillors Baert/McMaster
    THAT the allocations of the arts and council grants be referred to the Special Budget Meeting on April 11, 2013.

  1. $ 6 000 for a notice board sign! Really ?? If Public works did site prep and installed and cut some cedar for it, then contracted out the work ....mmmmm ...2 or 3 days to put together at the most ....plywood - plexiglass cover ...maybe a small shake roof.....

  2. I don't care about the price. I'm more concerned about the method of finding a contractor to erect the sign.
    Now I'm not saying that anything underhanded happened here......but let's put ourselves in the position of the person in the village office tendering the contract, and then let's assume that I'm the person in the village office and I have a friend who wants the contract.
    I'll need to offer the contract to a few potential candidates to make things look kosher......so I'll offer it to XXX Construction (cause I know they won't be interested in small jobs like this), YYY Ltd. (cause I know their entire crew is booked for the next year), ZZZ Bros.Inc (cause I know they don't want this kind of work), and, finally, to my friend who wants the job.
    Get the picture? It's easy to "rig" the bidding process, if I choose to do so.
    Why wasn't this job (and ALL public contracts) advertised to the general public, so ALL interested parties had an opportunity to bid on the job? Too difficult? (a simple classified ad in the Westerly should do the trick)
    Again, I'm not saying that anything underhanded is afoot here, things cost more than people realize. Insurance, taxes, fees, WCB,licenses; $6,000 isn't out of line, and the guys do great work. We certainly don't want an unsightly cobbled together cheapskate eyesore standing in front of the town hall.
    BUT, I do have issues with the bidding process. Even the illusion or possibility of corruption needs to be eliminated. A couple hundred bucks for day-to-day expenses is one thing, but when multiple thousands of the public's dollars are being spent isn't it important to do everything possible to get the best "bang for the buck"? And don't ALL local contractors deserve an opportunity to bid on the project?
    And even more important, isn't it vital that ANY hint of possible irregularities be eliminated, that EVERYONE plays on the same level playing field, that ALL are given equal opportunity to secure public contracts, and NO ONE can later say "Something about this smells fishy"
    Even the appearance or the possibility of public graft is something that needs to be driven from the district office, from council chambers, from our local government. Totally. Completely. Permanently. Promptly.
    As a citizen, I should not be needing to write this comment. I elected a council to watch over matters like this on my behalf. We just got rid of a senior district employee who surely has taught us that village staff require supervision, monitoring, and control. An accountable, transparent, open, public tendering policy would be a step in the right direction.

  3. And why is the Recreation Programmer organizing signage when she should be focusing on recreation programming? Did the job descriptions get thrown out with the restructuring?
