ReplyDeleteProblem is, that these places only "advertise" for 30 night minimums. But in actual fact, they are all renting for less (3 or 4 nights) if you call or email. Just take a look at the calendar at the bottom of any of those listings and you'll see all the check in and check out dates.
Aren't you people getting tired of attacking South Chestermans yet? Don't forget that all this hubbub started out being about lack of long term rentals in Tofino. After a year, and hundreds of thousands of tax dollars being wasted on stupid lawsuits, there are, today, ZERO long term rentals at South Chesterman Beach Homes. Despite the decisions in the courts.....they won, Josie lost.

The courts have not made their final decision on South Chestermans. Both sides were in court a couple months ago, but no final verdict has been handed down by the judge yet.

And there are not going to be any. Not ever. Those beautiful beach front condominiums will never be available for long term monthly rentals.
ReplyDeleteThus, Josie's so called "solution" to the housing crisis, in this case, has been a dismal failure. Tons of money wasted, lots of conflict and bad feelings in the community, and no housing.
Regardless of the final outcome in the courts, Josie lost. She mislead you and wasted your money. Your tax dollars are gone, and as a result there is still nowhere for people to live.
Instead of what she did, starting a needless battle, those homes could have been licensed for short term rentals, taxed at commercial rates, and all of that cash could have been used to provide affordable housing for at least a few of those seeking it.
Josie lost. And the taxpayers of Tofino, under her "leadership", lost too.
Everyone who purchased at South Chesterman Beach knew full well that short term nightly rentals were not permitted. It was clearly stated by the developer. If you wanted to be able to have nightly rentals you should have purchased somewhere else. ReplyDelete@5:26PM: Everyone in Tofino who got a dog knew full well that allowing the dog to run at large on the beaches was not permitted. It is clearly stated in the District Bylaws. If you want to let your dog run at large, you should have moved somewhere else before you got it. Like illegal short term rentals, you could have all the resources of mayor, council, and bylaw enforcement thrown upon you, causing Tofino taxpayers the expense of legal proceedings and bylaw enforcement. Why don't you just take your dog, leave town, and give us all a break.

Short term rentals were in their infancy back then. Clearly today there is a market need for them, and South Chesterman has been and is the ideal answer. Council is so stuck on their personal bias and hate on they waste taxpayers dollars fighting rather than working logically towards a win/win
No there will never be long term rentals / leases, sorry you lost your opportunity because of the real estate market - not because of short term rentals. The future will show either absentee owners for most of the year or as many are doing allowing friends / family to use
Take a look at what is happening to Chesterman beach as a whole, do you really think there will ever be affordable housing there ?

ReplyDeleteAll you want to do is to have covenant removed. The Covenant prohibiting short term rentals was put there to provide locals with housing. The values of those properties are artificially inflated because they are being used as businesses. That is the reason why they are unaffordable to buy and use as regular housing.
The issue now is that the fines are not high enough to prevent property owners from making more money than the fines and just considering them a cost of doing their illegal business.
Fines of $10,000 a day would stop it and without their revenue stream from their illegal rentals some owners could choose to sell to people who would like to contribute to the town year round.
12:23 is correct, housing that was meant for local residents, has been priced out of their ability to purchase, because they have been promoted and marketed as short term rentals. The South Chesterman units are a prime example of people illegally renting their units, as short term rentals for their personal gain. Purchased by people who do not live in the community and have no concern for locals trying to find housing.
ReplyDeleteA resent project, Sea Otter Estates was marketed and sold at reasonable prices to people, understanding that short term rentals were not permitted. A number of homes were purchased by people living in the community and wanting to purchase housing at realistic pricing. Units purchased by investors have been rented to long term to folks, living and working in Tofino. This was supposed to be the South Chesterman Beach model, before greedy out of town opportunists got involved.
The part that I am most confused by is that the people are against the people here.

They had 4 years to do something about it. Led by Josie, they did nothing, except to reject every development proposal put before them. Led by Josie, staff likewise only stonewalled and fustrated any potential development of housing. Another 4 years of Josie`s leadership will yield the same: nothing.
Vote for Josie for mayor......and buy a nice tent.

It is clear it is simply market conditions that now make South Chesterman unaffordable NOT the use of the properties. People that are buying now are still out of towners and really have no interest to rent. South Chesterman is now the most reasonably priced real estate on Chesterman Beach and it is only going to go upwards.
Here is what I would do if I didnt have a place to live and I had the money and credit...
ReplyDeleteI would rally the rest of my angry friends -- without housing -- and get the council and mayor to approve a land zoning to build affordable housing. You know, a 50 unit building with rents in the $1100. Nice, new, clean units.
All the mayor and 7 council members would need to do is offer incentives - tax or otherwise - in exchange for the owner/developer to agree to build this type of housing. Like a new clean sin city.
That's actually their job.
The other thing I would do is not piss off people that have been working hard their whole lives and have some resources that could help you with this mission. People that love BC and Tofino.

So take the units at Sea Otter Place and put them on the beach with a nice grassy front yard. What are they worth now? Double or triple the price? What working person can afford that? The idea that South Chestermans is housing for working people is long gone. That train left the station more than a decade ago, and it ain't coming back.
ReplyDeleteAnswer. Charge them a huge amenity. Tax the piss out of them. Move on. Approve some rezoning for housing some where else in town. Win win for everyone. Rogers can crow about his amenities fund growing and the tax pool increases to spread out the pain of a bloated municipal operation. People would have some housing options. Thousands of units have been proposed over the last decade. Almost nothing approved. Council failure for sure.
No according to BC assessment they are valued at no more than those at Sea Otter Place.

south chestermans condos were originally built to sell to local buyers. many locals said they wanted to buy a beachfront condo instead of an expensive house on the beach.....and the covenant was put on title to prevent transient nightly rentals i.e. walk in traffic like a hotel so the whole place wasn't a cowboy beach resort.

so the developer sold to whoever wanted one which was a broad spectrum of people.

underlying the whole rental issue is the basic dumb antipathy some of the community felt about the developer building on that site before it was built.....the usual suspects of environmental opposition to everything.
that antipathy has carried forward even though most everyone involved has moved on.
however the folks who don't understand the concept of ownership very well are mistakenly believing if these units couldn't be allowed to rent short term then they would automatically become long term rental housing for the local populace who needs a place to live... this will not happen for the same reason that many home owners who have rented long term to locals have found their houses seriously damaged after a short time. therefore those owners have opted to become vacation rentals homes rented to people who don't damage their homes.
the money, energy, and time spent on the cuckoo pursuit of costly lawsuits against s. chestermans in general could well have been spent on actually creating some housing on the districts own property.
i don t know who is advising the council and mayor on the lawsuit issue and what it will accomplish but it most certainly assures that absolutely nothing will be done to solve the housing problem.
10:55AM. You are correct about the public access right of way between South Chestermans and Rosie Bay. A narrow strip of land there is allotted to being a public access pathway from Craig Road down to the beach. At present, it is still impenetrable rain forest.
ReplyDeleteThis Does NOT mean that the property of South Chesterman Beach Homes can be used as public access to the beach. That land is private property.
The public access corridor was deeded to the District, by the developer, at the time of construction. That land belongs to the District Of Tofino. It is the responsibility of the district to upgrade it into a usable public access path. They have failed to do so. The money wasted on Josie's stupid lawsuit against South Chestermans could have easily provided the funds to upgrade the path.
Josie lost. The taxpayers of Tofino lost. The beach using public lost. People looking for a place to live lost. People who had jobs working at those vacation rental properties lost. Everyone lost...... and NOTHING was gained.
God help us all if she gets re-elected.
A 3 bedroom unit at South Chestermans was recently listed at $910,000.00. How many local jobs pay enough for a family to be able to afford to live in that place? How about...... NONE! This idea that Sea Otter is the same price range is a total farce!

Waterfront is waterfront. "They don't make it anymore" is as true in Tofino as anywhere else. You can't compare a pound of hamburger with a pound of steak.

It's actually very important to set this precedent. The price is on the cheaper side for what's available and still doable for many to get into the market.

The last place was on the market in SC was for $910K. With a mortgage, with the least down payment, that would cost the owner about $4K / month + utilities ++ .. let's call that $4500 / month, cost.
The guys working for $20 - $30 / hour full time, on a high end would make $4k gross month. A married couple $8k. Then taxes, for people like mair Josie. Now were down to $5K household income/month. Now food, car, kids, surfboards and pot. (lets be real here)
There is no way (emphasis added) that this is affordable housing. This would not and will never be. Quit dreaming and being entitled. The math is on the table.
Again, do you have $5K / month to rent? ( That's a lot more than I have ... )
Quck tip, work hard, love your neighbor and don't trust your local politician.
@12:33: What planet are you from? Have you ever been inside one of the one bdrm condos there? True, the three bdrm units along the waterfront are quite nice (so is the price at about 700-900K), but the smaller units along the back side aren't much more than motel rooms, certainly not a place I'd want to call home.(especially at 2-3K a month!). For 450K, you don't even get a closet or any storage, inside or out. And don't forget to add your strata fees when you're doing the math. My friend, it's like 2:44 told you, you cannot afford to live there.

ReplyDeleteThese town houses were never permitted to be used for nightly rentals - they were built as afforable beachfront entry level housing. This was stated at the public hearing (public record), registered by restrictive covenant (also public) and a greater policy to retain the south end of the beach as residential not tourist commercial was stated by the commuinty in the 2002 OCP and upheld in the following review. The original purchase prices reflected this. Some owners chose to roll the dice and show total disregard and operated them as commercial nightly tourist accommodation. For what ever reasons the District did not enforce for many years. Now the tax payers of Tofino are footing expensive legal bills because some owners do not want to accept the answer is (and always has been) no. How about they say thank you for all the years of income they were able to draw that they were never entitled to, and step up and be part od the community. If someone unfortunately purchased a resold unit for an over inflated price, well buyer beware.

There is nefarious/criminal activity taking place at South Chesterman Beach Homes. Suites are being rented out for less than the thirty day minimum, under the radar, on different websites. This is easy to uncover. Simply call the number and ask for availability. My family and I. did Business as usual. Bob McPherson, Josie, Tofino By-law Enforcement, who are flailing around like Keystone Cops, have all had the wool pulled over their eyes. So much for that fancy surveillance program that we paid for to prevent this from occurring.
How can it be that the real estate agent that has listed the 900+ townhome at SC is the same contact person for the vacation rental company, www.onlyBC.com, that advertises the SC townhomes for rent? What's going on here? Who are these shady characters?
Greed is killing this town. Not only does it serve to artificially inflate prices in a booming real estate market, it gives the town a rather sleazy feel that will be difficult to shake.

I personally don't have "a dog in this fight". I don't have any involvement with any vacation rentals, Don't own a Beach condo, nor am I looking for housing, I am just thinking of what is good for the town.
ReplyDeleteAt one time Chestermans Beach was all designated as residential, everything. There was never more than a few people on the beach at anytime. You could wade in the shallows and catch crabs by hand and boil'em up. Not a surfer in site.
Then council approved the Wick Inn over considerable public opposition.
Then council approved the South Chesterman's condos, and never enforced the rules. never.
Then council allowed vacation rentals in every residential zone, over public opposition, and never enforced the rules. Never enforced the rules for decades.
So who is responsible for the current reality? Council. The current council is tilting at windmills and being stupid. But we need to move on.
Now Chestermans is primarily commercialized. I don,t care for your legal arguments. They are theoretical and hollow. Just about every property at Chestermans Beach is engaged in the tourist trade. This area is defacto a tourist commercial area. The parking lots are improved. The washrooms and showers maintained and on weekends hundreds of cars park and how many people bar-b-que and frisby and surf...In many ways it's great. But it is a tourist area.
In this context it makes sense to rezone South Chestermans as it fits in perfectly to what has happened at Chestermans over all, and over 30-40 years....Take the money, tax em. spend it wisely, and move on....You can not put the genie back in the bottle....Move on....Some of us lost more than you newcomers realize....but you have to look reality in the face and move on. Please.

Your kids never went to cubs or girl guides, you never helped beach clean up with surfrider, helped with queen of peak,or cold water surf comp, never needed the hospital where volunteers raised money for tons of equipment, didn’t have a loved one die and have the comfort of hospice, you didn’t help with recent kids surf comp. put on by Bruihweillers , you weren’t at shorebird festival, lantern and wine festival,legion fish derby, you never saw the weekly soup kitchen by loaves and fishes, never went to whale festival events, the legion volunteers who provide the venues for funeral services ,the ladies legion who provide food for events,Cops for cancer fundraiser,volunteers on emergency tsunami committees,and in years past the mup sup that built the whole multi use path! The Catholic bazaar that provides Xmas hampers to so many needy families,Etc. etc. I’m sure I missed many events...but my point to the fool who has never seen a volunteer in Tofino should open their eyes and step up and get off their butt! The town runs on volunteers and sadly we don’t love the part time owners who contribute little to a community.

ReplyDeleteThe only reason South Chesterman Beach Estates units are selling for the price they are is because some owners are renting them out as nightly tourist accommodations. Take away the ability to rent on a nightly bases and the prices would drop substantially to where locals could purchase them. The units at Sea Otter were affordable because nightly rentals were not permitted. It has nothing to do with location. Had nightly rental been permitted, these homes would have sold for another $200,000.

First rule of real estate is location. You speak of facts? Don't embarrass yourself. The people purchasing South Chesterman nw don't give a rats ass about rentals. They will be sitting empty most of the year. Wait and see. Just like the private homes along the beach. The values are simply indicative of the LOCATION ! Assessment BC does not concern itself with the use of a property (outside of being residential or commercial) and sale prices are often much higher than assessed values, again depending on LOCATION. Also important is supply and demand. There are only 39 units and very few of desirable floor plans ie: 2 and 3 bedrooms.
Now those are facts my dear!
My question simply would be, why move to a place if you cannot afford to live there?

To think that the owners of the SCBH should some how accept less for their properties because of some social need is unrealistic. It doesn't work that way. Years back, I recall a candidate who was running for mayor, (major chip on his shoulder)i.e bitter and I think envious as all get out against anyone who ever made some money in life), saying, "Boy I know a lot of my friends who would like to live in a SC townhome." I remember thinking, "what's stopping them from doing just that." All one needs to do is become skilled making money, work for the money, then buy the desired little shack by the sea. One just might have to move out of Tofino for awhile to get those skills." Whining about how the rich can live there is pointless, and indicates either a victim mentality or scarcity mindset that there isn't enough to go around. Believe in yourself enough and you can live in a SCBH.

ReplyDeleteSouth Chesterman Beach Estates is not waterfront, they are beside the highway and have only beach access, down a long path. Anyone knowledgable in property values will understand that value is determined by the income potential. The value of the units are therefore determined by their ability to generate income and not by their location. Don't take my word for it, ask a professional real estate appraiser.
Again, take away the income potential and you will see the corrected value. This is not rocket science to most people.

Supply and demand set's pricing. There is nothing on the market in SC and I have 2 friends with top dollar in hand wanting to buy. #frusterating. There are other owners with the same situation. This is called pent-up demand and prices are continuing to go in the same direction as they have always been.
Three big rules in real-estate. First Location, second, location and last location.
I am disappointed in myself for even giving you any energy or time as I am a busy person helping others and myself at the same time. Let me lead by example, help your community by taking your fight to the man than tho neighbor.
I just stumbled across this blog looking for some local news, as a visitor to Tofino. I don't know anything about the property value here, but I am surprised how many nasty, rude people there seem to be, if these comments are representative of the folks living here. Maybe a nice place to visit, but I am not sure I would want to be a resident.
