Sewer Grant Update !!
The District of Tofino announced 2 weeks ago that it was unsuccessful in its application for a 2011 sewer system grant from the gas tax fund.The document below from the District would indicate that the grant application was premature as there is no Stage 3 Liquid Waste Management Plan in place. I don't understand why the District is spending time and money on a grant application that it seems to already know will be unsuccessful ? I don't understand why it takes years to come up with a Stage 3 LWMP when all the projected sewer flows were part of the agreement signed with Esowista in 2008 ? This application and the Stage 3 study were undertaken by the previous council but same staff.With millions of dollars at stake it is time to start taking the sewer problem and the grant process seriously !

Sewer System Update
Tofinonews has learned that contrary to previous reports the Stage 3 Liquid Waste Management Plan is not complete.In fact,there is some data missing that is needed to complete the plan.For some time the meters at the First St, outfall were measuring the temperature of the sewage instead of the volume.The District needs a full year of recent sewage discharge data to complete the Stage 3 LWMP.This means we are a year away from completing the plan and hopefully applying for a grant to help finance a Sewage Treatment Plant
How nobody noticed this is incomprehensible......we have highly paid staff and highly paid engineers that should be watching this......If a leak had occurred it wouldn't have been noticed until the shit hit the fan ! If there was groundwater infiltrating into the system it would also have gone unnoticed........
Do the bosses at Public Works not check these meters on a regular basis ?
Do the bosses at Public Works not have the slightest interest in the amount of change in sewer discharge since the Esowista connection ?
Do the engineers not check and analyse the data ? They have been paid hundreds of thousands of dollars
Does the Ministry of the Environment not read the reports from the District ?
Does no one know the difference between units of temperature and volume ?
A year ago the blog spoke about the sad state of our sewer system and nothing has changed......
There is absolutely no accountability....

Sewer Update
District staff have confirmed that the Stage 3 Liquid Waste Management Plan has not been completed and has not been submitted to the provincial Ministry of Environment for approval. There seems to be lots of work going on with the sewer line from Esowista lately as well. The stage 3 Liquid Waste Management Plan is not rocket science and one has to wonder why it takes years to complete ??
It seems that Tofino Council has not made this a priority and is more concerned with the upgrades to Fourth and Campbell and other RMI projects.

Sechelt Gets 8 Miliion Dollars For Sewer System

Sechelt was successful in its application for a sewer grant from the Gas Tax Fund. Tofino also applied for a grant from the Gas Tax Fund for a sewer project but was ineligible as the District had not completed the required stage 3 Liquid Waste Management Plan. It has still not been completed.

Is Sewer Treatment Really Necessary ??
A map showing active marine sample stations, as well as Closure 24.1 - an area Prohibited to shellfish harvesting. The boundary of this Prohibited area was expanded slightly to the southwest in January 2012. There is still debate in Tofino as to if sewer treatment is really necessary....while a shellfish closure hasn't prompted a public outcry we will hear about it if any local beaches get a swimming closure due to sewage contamination.The District of Tofino is still working on the Stage 3 Liquid Waste Management Plan and has been for over a decade.

Gas Tax Sewer Grant and Community Recreation Program Grant

Applications considered under both GSPF and IF programs For this application round, all submissions from outside GVRD will be considered under both GSPF and IF programs. Applicants are no longer required to specify which program they are applying under.

Resubmission of Projects from the 2010-2011 Intake
Applicants may resubmit projects that were considered in the last intake of the GSPF/IF program (2010-2011). In order to do so, you must submit a new application, however, you only need to complete those sections of the application where project details have changed. Applicants resubmitting projects are still required to complete the signature page and supply a Council/Board Resolution.
INTRODUCTION
About the General Strategic Priorities Fund (GSPF) and Innovations Fund (IF)
The GSPF and IF are two application based funding programs under the Canada–British Columbia–UBCM Agreement on the Transfer of Federal Gas Tax Revenues (GTA). The GTA delivers federal funding to local governments and other eligible recipients to invest in eligible capacity building/integrated community sustainability planning projects and public transit, local roads, bridges, tunnels, active transportation, community energy, water, wastewater and solid waste infrastructure projects that contribute to reduced greenhouse gas emissions, cleaner water or cleaner air.
The GSPF is available to all local governments outside of the Greater Vancouver Regional District. The IF is available to all local governments in British Columbia.
Invitations to submit applications under both the GSPF and IF occurred in both 2007 and 2008 in relation to Gas Tax funding to be received from the Government of Canada by 2010, and this funding has now been fully committed.

The Gas Tax Agreement was amended in 2008 to provide funding for fiscal years 2010-11 through to 2013-14. Total funding delivered to BC communities during the 2010-11 to 2013-14 is expected to be just over $1 billion, and of this, about $50 million is allocated to the IF and $107 million is allocated to GSPF.
This is the second intake of applications invited under both the GSPF and IF programs for the Gas Tax extension period. Available funding for this round of applications for capital projects is $33 million for GSPF and $15.5 million for IF.
ELIGIBLE APPLICANTS, APPLICATION LIMITS AND DEADLINES Application deadline: Applications must be received by May 31, 2012.
Applicable Law
Recipients are responsible for ensuring that all projects are implemented in accordance with all laws applicable in British Columbia and for ensuring that any required permits, licenses, or approvals are obtained.
Let's hope that the District of Tofino completes the Stage 3 Liquid Waste Management Plan and gets a well written grant application in on time !!
While on the subject of grants, I'm happy to report that Tofino was successful in getting a grant to connect the Multi-Use Path to the Lighthouse Trail.

Sewer Grant ?
Applications for the Gas Tax Grant close on May,31,2012......has the District of Tofino completed the Stage 3 Liquid Waste Management Plan and submitted a grant application or are we going to lose out again ? I would suggest that more time should be spent on this matter than attacking free speech and suppressing information.

Questions
Many readers have been calling in asking a lot of questions.Most of them are expressing thanks that the District hasn't torn up the intersection of 4th and Campbell yet.........others have been wondering about the MUP connection from Industrial Way to the Community Center ??
A few questions as to why the Stage 3 LWMP hasn't been completed and submitted.......others wondered what is going on with the Esowista sewer situation.....constant problems with the system.....who's paying for all the work ? Will there be a lawsuit ?
A few questions as to why the District doesn't get a brushing attachment for the backhoe or simply contract out the clearing along the highway instead of having the public works crew spend day after day with a weed eater hacking at alder trees.......
