A conventional measure of housing affordability is the shelter- cost-to-income ratio, which most commonly sets the affordability threshold at 30% of before-tax household income.
The original THC was not disbanded because it wasn't making progress. It was disbanded because it was just about to make all the progress that was needed to get some housing done. If it took a long time some of the obstacles that were placed in its way were put there by a council that was unfriendly towards affordable housing. It's now 15 years later and it is no closer, actually much farther away, that it ever was. Once DL 114 was rezoned the next step was to get a disclosure statement which would allow the marketing of small lots to pay for the servicing of about 400 feet of sewer water Hydro and road. So now all of the people thought the original THC didn't know what they were doing can satisfy themselves that they are paying many millions more than they ever had to to do something really simple. oh but wait! There was no data. Already there is not enough water to satisfy a thirsty summer here. Unless we start desalination I don't know where the waters going to come from for all these affordable homes.

Apparently there is affordable housing up Lemmens Inlet. Why would anyone pay rent or taxes in Tofino. Suckers !
