Pretty cool! Violate all the procedures required for everyone else, get caught at it, then the council bends over backwards to make sure you can go ahead with only a slight delay. That's the way I see it.
I guess that DP wasn't issued properly after all. It needed to be approved by council all along. A necessary step in the process. Forgotten? avoided? Bet there will be no explanation or public discussion about what happened and why, other than we need to approve this DP and boom it will be done. Incompetence at best. Like where did the million dollars of water go. Down a hole never to be seen again. It's just money folks. "the safety of your water system is our highest priority"
Well that is going to be an interesting meeting to watch. Does not sound like regular procedures were followed. Where's the public hearing?

Could you imagine what would happen if official complaints were made against all the campers/rvs in people's driveways and yards mid-summer?

I guess it never occurred to local property owners that the ByLaw was a double edged sword?
