Sounds like a good deal for THC. District supplies the money and THC supplies..... hmmmmm, more talk, research, and studies (and waste). 8.9- Wildlife Hazard Assessment. ????? Who dreamed this up? Isn't wildlife management a department of the Provincial Government? Why is this even in Tofino's district office? 9.2- Loan Authorization to THC. More money wasted. 9.3- Financial Plan Bylaw 2019-2023. The only good thing about this outrageous "spend now, pay later" piece of legislation, is that perhaps it can be repealed later on. 9.4- Tax Rates Bylaw. 53% increase over the next 5 years. Actually, once compounded, that's more like 60%. I love it when my government wastes my money and then lies to me about it.
I hear that there's a new Tofino Ratepayers Association being put together. They'll have accountants and attorneys in their membership, along with other competent citizens, and lots of votes. Check out their website (still under construction) at http://thepublicpurse.ca . Join the association, speak out against this fiscal madness. Remember: "Those people" work for YOU! Not the other way around.
What planet are these people from? If a company operated the way Tofino Council operates, the company would be bankrupt and gone out of business. If a board of directors operated a corporation like this, they'd all be fired! If the manager of any business operated the business like this, he'd be out on his butt, first thing tomorrow morning! If I operated my own personal finances in this manner, I'd be unemployed, homeless, deep in debt, and flat broke, and my prospects of finding someone dumb enough to hire me would be dismal. How any group of a couple dozen people could possibly find a way to complicate, confound, mismanage, and confuse the fiscal affairs of a small village of less than two thousand souls to such an extent as we're seeing here remains a mystery that will follow this town for decades to come. How bad is it? It's bad, and it's going to get worse: Now they've managed, despite previous years of high tax revenues (which they frittered away), to plunge us all into debt! Tried to read through the Agenda but literally could not continue. The thing is so full of bureaucratic mumbo jumbo. It explains why we are going to the poor house in a hand basket that is flames. They take pages to report on, and analyse the most miniscule things, they should not even waste there time on. I See we are apologizing again. More Josie Virtue signaling. Virtuous Josie. They want to debate straws. They have a "wildlife consultant".
I can tell you in one word why we have housing shortages, and why our taxes are so high. Too much government. Oops that's three words. But pretty efficient non the less.
Yet, I went to the meeting last Monday, just to hear what our council might say about the motion to raise our taxes so much. A motion that affected every taxpayer and millions of dollars, That seriously affects the character and quality of life in Tofno. That will have many unintended consequences, for example, it will cause some landlords to kick out their full time tenants and VR their extra space, because they cannot pass the taxes on as rent increases(landlord and tenant act) and or they need more revenue to pay the taxes. And what did I hear?
Not one word of debate from any councillors mouth.
They look at the floor, they look at each other, they look at the ceiling,, mesmerized by the fluorescent lights.
They say nothing.
They vote unanimously in lockstep. I thought we had six instead of four councillors to better represent the town.... After the meeting the only thing offered was a shrug and a "guess we got to have it". If I was in France I'd get one of those yellow vests for sure....but we are Canadians, we will be milked and have our throats slit, and be very polite about it.
I've been amusing myself this morning, watching a young gentleman from Public Works try to "weedeater" the edges of the lawn at Centennial Park. He's having a struggle. I suspect that he really doesn't know how to operate his machine, or it's not working properly. He has no supervision, no one to teach him, but I'll give him credit, he's trying nonetheless. Hopefully, he'll get the job finished up at some point today. But that's not the best part. This is the third day. Yes, the crew was there all day Thursday, all day Friday, and now again on Saturday...... to mow that little slice of grass. HOW MUCH DID THIS COST THE TAXPAYERS!! If this job was contracted out to a private company, like Pacific Earthworks for example, those garden girls would have done that entire job in a half a day. Six hours tops! HOW MUCH WOULD THAT COST THE TAXPAYERS!! A lot less, I'd hazard to guess. Now think about this too. The garden girls supply and maintain ALL of their own tools and equipment. The District spends the taxpayers money buying mowers (even a ride on one that didn't work), weedeaters, blowers, tools, etc etc, that no one there knows how to service or look after. I watched them this week, mowers that didn't work, weedeaters that don't operate properly, dragging cuttings around in garbage cans instead of using a wheelbarrow, problems, delays, wasted time. HOW MUCH DOES ALL THAT EQUIPMENT COST!! Add that into your calculations. And then to top it all off, as I'm typing this, I see the employee drive away in the District one ton truck. Off to "break" I assume....... at 9:53 AM. Now my question. Who, in the mayor, council, staff pecking order makes the decision to assign this simple task to unionized, highly paid employees, working without proper supervision, when it could instead be tendered out to private enterprise, at, I'll estimate, less than 1/3 of the cost to the taxpayers? I'll say one thing though. It's nice to finally see that lawn mowed. Up until now, all spring long, that park has been an untended, overgrown, unsightly public disgrace of uncared for public green space. It should have been done six weeks ago. This budget that's being passed on Tuesday...... it's full of similar waste, overspending, and mismanagement of public funds. And no one on council, it seems, cares to speak up about it.
It's been warm the last few days and the tourists are already swarming, who can blame them. Sunshine, the exhilaration of the mountain drive, the prospect of a splash in the magnificent surf. Handy parking, wash rooms and change rooms ready and clean. and the the showers. I can't help wonder how much water runs out of those shower heads and gets flushed down those toilets in a year. Or in a summer when their use is virtually continuous. Why are they not coin operated. Where is the conservation ethic council likes to crow about. I wonder if it is even metered so we know how much is being used. Of course there may seem no reason to meter it. No ones paying for it. Yes it's free.
But it has often been sited as reason for rejecting certain housing proposals, that we don't have enough water. I bet you each one of those shower shacks uses enough water for dozens of houses. Houses that would have paid taxes too., and utilitiy rates. Makes me ask what our priories are and who should pay for what. These are tourist facilities. Many of the users are day trippers and don't even stay a night or buy a meal.
In the budget we are slated to go over to Meares Island and improve the capabilities of the water system. Increase the reservoir etc. Costs estimated at a cool $1million. This is a good idea, long overdue. But who will eat the bread said the little red hen...Who will eat the bread.
It is also long overdue that the tourists contribute directly to the cost of services. Maybe the water should be prioritized for those who have to or are willing to pay for it. Time for a change. This taxpayer has had enough.
Agree 11:35 I think it is time that the maintenance of this tourist stuff, like showers and wash rooms and fancy landscaped beds that need tending and parking lots and some garbage collection, were paid for by tourists. I know some of this was paid for with "free" money from RMI or wherever, but why doesn't Tofino say If we receive the money for these things and construct them, that the Tourism Tofino people have to maintain them. They can do it themselves out of the bed tax money. I would say if they do not want to do this, simple don't take the money.
I got a solution, that can save us money. Why don't we go back to more historic landscaping approaches. A pile of crab traps and a rotten wooden boat, maybe a rusty trailer, all overgrown with blackberries. It seeds and maintains itself, you can eat from it in Sept, it provides visual screening and after a few years it keeps people out and it has authenticity to boot. I propose all public space return to a traditional west coast look...no weed eaters or lawn mowers or maintenance required, you don't need to water it, just let berry pickers have at it, who will do the job for nothing. You can recycle a plastic yogurt container to hold your fruit. The whole family can do it together. it's healthy. And it will lessen CO2 emissions. Council, are you listening.

Could these immortal words somehow be etched into a brass plaque and placed on public display in a suitable location, so future generations could see them and perhaps come to understand what happened to Tofino during one of the darkest periods of the town's history?
I don't recall the exact quote, nor who said it, but I believe it came from 1930's Germany: "They came for the communists, and I said nothing. Then they came for the trade unionists, and I said nothing. Then they came for the Jews, and again, I said nothing. Then they came for me, and there was no one left to say anything."

Now, he's using a weedeater to go over the lawn that was already mowed (yes, hundreds of sq ft) and "trimming" the grass down to a shorter length. This is going to take hours and hours.....on a Sunday....at overtime, I'd assume. Why, I'm wondering, wasn't the grass simply mowed to the correct height in the first place? HOW MUCH IS THIS COSTING THE TAXPAYER!! If you see this, this morning, take a drive past Centennial Park (1st and Arnet) and see your tax dollars in action. Incredible!
I recently listened to a CBC radio show about Publicly Available Data, from which I learned that Mexico City has 280,000 civil servants in their local government.
I then looked up the population of metropolitan Mexico City and found out that, that is just over 20,000,000.
That means there are (20,000,000 divided by 280,000) = 72 residents per civil servant in Mexico City.
Considering that it is many, many times more complex to run the civil services in a metropolis of 20,000,000, versus a village of 2000, I believe it is more than reasonable to use the number of one civil servant per 72 residents to establish how many we should have.
We should therefore have a maximum of (2000 divided by 72) civil servants in Tofino.
There should be 28. Seven are in council, so we should hire a maximum of 21.

Reminds me of the movie In Cold Blood, reminds me of a judge pronouncing the death sentence by staring into the middle distance and avoiding anyone's eye. Cold, dispassionate. Unable to show care or concern, unwilling to empathize. they stiffen themselves for the quick delivery of some idea of justice....their own quick insertion of the knife.
As you may know, I have raised some points at council meetings, including but not limited to:
Taxes Parking-in-lieu monies collected, but not actual, real parking places supplied The annual $170,000 cost of Tofino beach bus, (that's about $500 per drive from downtown to Cox Bay The 2020 deadline by which a sewer plant must get built The $30,000 per Tofitian indebtedness caused by the current, proposed sewer plant The $150,000+ collected annually through business licensing to police short term rentals The application of Napoleonic Law as the policy for renewing short term business licences The very, very short notice and information given for very, very important council meetings The selective nature of approvals of, or delays and denials of development permits The argument from the sewer engineers that strong poop means our sewer plant will cost millions more etc......
For doing this I feel, (this is my personal feeling), that I have been singled out and that there is an effort to muzzle me with regards public speaking.
In response, I would like to quote from Henry Thomas Roberts.
Rules are required......
"that there may be a uniformity of proceeding in business, not subject to the caprice of the chairman or captiousness of the members. It is very material that order, decency, and regularity be preserved in a dignified public body."
With this in mind,
I remind our elected officials and hired civil servants that rules are intended to be a framework around which all can come together to work together and agree together to work towards solutions which represent the collective interest of our village, not as a tool which can be adjusted to promote particular choices and interests.

Sean Joseph Kerrigan wrote a book about these kinds of minions, and there are plenty of them in this world. The type that would readily say, "Just following orders." The famous Stanley Milgram experiment. Same thing.
Bureaucratic Insanity. A great read for anyone interested in what's coming down the pike.
Don't worry about the attempted "gag order", Jarmo. That's only you (if they manage to overide the charter of rights and freedoms, which I doubt.) But you're not alone anymore. The Tofino ratepayers association is here now, and there's dozens of us, soon to be hundreds, and when we decide that we want to speak before council, we shall!

.The new Tofino Ratepayers Association once organized is going to need to take on Tofino Council directly as they are totally out of touch with reality and the Districts taxpayers. Too stupid to think for themselves, Council is continually taking advise from a few high priced staff who themselves are out of touch with reality. A tax increase of over 60% over the next 5 years and all the unnecessary spending can only be described as insanity. I wonder if the Municipal Affairs Ministry has the authority to step in to correct the situation, a question for the new Ratepayers Association.

Reminds me of the movie In Cold Blood, reminds me of a judge pronouncing the death sentence by staring into the middle distance and avoiding anyone's eye. Cold, dispassionate. Unable to show care or concern, unwilling to empathize. they stiffen themselves for the quick delivery of some idea of justice....their own quick insertion of the knife.
As you may know, I have raised some points at council meetings, including but not limited to:

Parking-in-lieu monies collected, but not actual, real parking places supplied
The annual $170,000 cost of Tofino beach bus, (that's about $500 per drive from downtown to Cox Bay
The 2020 deadline by which a sewer plant must get built
The $30,000 per Tofitian indebtedness caused by the current, proposed sewer plant
The $150,000+ collected annually through business licensing to police short term rentals
The application of Napoleonic Law as the policy for renewing short term business licences
The very, very short notice and information given for very, very important council meetings
The selective nature of approvals of, or delays and denials of development permits
The argument from the sewer engineers that strong poop means our sewer plant will cost millions more
etc......
For doing this I feel, (this is my personal feeling), that I have been singled out and that there is an effort to muzzle me with regards public speaking.
In response, I would like to quote from Henry Thomas Roberts.
Rules are required......
"that there may be a uniformity of proceeding in business, not subject to the caprice of the chairman or captiousness of the members. It is very material that order, decency, and regularity be preserved in a dignified public body."
With this in mind,
I remind our elected officials and hired civil servants that rules are intended to be a framework around which all can come together to work together and agree together to work towards solutions which represent the collective interest of our village, not as a tool which can be adjusted to promote particular choices and interests.

ReplyDeleteSean Joseph Kerrigan wrote a book about these kinds of minions, and there are plenty of them in this world. The type that would readily say, "Just following orders." The famous Stanley Milgram experiment. Same thing.
Bureaucratic Insanity. A great read for anyone interested in what's coming down the pike.
Don't worry about the attempted "gag order", Jarmo. That's only you (if they manage to overide the charter of rights and freedoms, which I doubt.) But you're not alone anymore. The Tofino ratepayers association is here now, and there's dozens of us, soon to be hundreds, and when we decide that we want to speak before council, we shall!
ReplyDeleteRalph wondering if you could FOI request Botanical Gardens tax rate so we can compare this AIR B&B facility to the rest? 50% increase is insane time for staff cuts.

.The new Tofino Ratepayers Association once organized is going to need to take on Tofino Council directly as they are totally out of touch with reality and the Districts taxpayers. Too stupid to think for themselves, Council is continually taking advise from a few high priced staff who themselves are out of touch with reality. A tax increase of over 60% over the next 5 years and all the unnecessary spending can only be described as insanity. I wonder if the Municipal Affairs Ministry has the authority to step in to correct the situation, a question for the new Ratepayers Association.
