I feel sorry for "the peg". I feel sorry for Tofino. The atmosphere around the office lightened quite a bit with his departure, but his legacy lives on. Some of the current staff "trained" under Smith"s tutelage,and some councillors where fooled by his bull shit. One of the reasons to this day planning and development are so poorly managed and cannot get done neither what the public needs , nor what developers can work with. What a dark chapter in the community's history.
Braden played his little boy games with every development that came under his purview. It was easy for him in the absence of strong leadership from the CAO of the time Bob Long and an even weaker Mayor and Council of the day. Sadly he lost every time. Yew Wood, Cox Bay Resort, Walter Pleasants land (where Sea Otter sits today). What does that mean? Every time the proponents went to the courts the District lost. Each time the outcome was the same, Braden did not understand his role and barely understood the process.
I will remember him as a little boy that, when he didn't get his way with his parents (the Mayor/Council) he would have a tantrum, turn red, and threaten to quite. As soon as he was around adults and had to work within the facts and realities of life (like when you leave home) he would crumble into a silly man that used "ahh, I , I don't know why I did that" as an answer to adult questions way too much.
Smith was bad, but the stupid councillors were his enablers. When the District was being sued because of his wrong doing, they put him in charge of the case. Think about that. No wonder shit went on and on for years, and the councils knew nothing. Even months after the Court orders the District, councils knew nothing. They probably still don't know. You are quite right to say Smith didn't properly understand his role or the process. It would be equally true that councils didn't understand their job either, and they probably still don't know. Sad truth is that they have no interest in knowing.
