Seems like someone's spending a small fortune, trying to shut this lady down, and she's still in operation. Sounds a lot like Tofino. Suppose it might be easier to simply hand out a license and then nail her with a small fortune in taxes and fees? Maybe create a new, limited, classification like "legal non-conforming" that requires a $5,500.00 annual license?
