Tofino Harbour Authority - Verbal Report from Councillor Thorogood

Council Grant and Arts Grant Application Review (Report from Financial Services)
Recommendation:
THAT District of Tofino “Council Grant Program and Application Policy”, as amended, be repealed.
Recommendation:
THAT the draft 2014 Council Grant Policy attached to the staff report "Council Grant and Arts Grant Policy Review" dated January 21, 2014 be approved.
Recommendation:
THAT Council provide direction on the following policy elements and authorize staff to incorporate these into the draft 2014 Council Grant Policy:
• Intent of the policy
• Objectives of the policy
• Setting a maximum grant amount
Whether to continue to fund capital projects

Official Community Plan Amendment - Sign Control (Report from Community Sustainability)
Recommendation:
THAT staff be authorized to prepare an Official Community Plan (OCP) amendment bylaw for Council’s consideration that will exempt individuals with existing, valid sign permits from being required to apply for development permits for those signs; and

THAT having given consideration to the requirements of section 879 of the Local Government Act, Council considers the proposed amendment related to sign control to be minor in nature and that consultation in addition to the statutory public hearing is not required.

Zoning Bylaw Review Update (Report from Community Sustainability)
Recommendation:
THAT the staff report “Zoning Bylaw Review Update - January” dated January 21, 2014 be received for information.

Special Event Permit Application - Rip Curl Pro Tofino, May 31 & June 1, 2014 (Report from Resort Municipality Initiative Services)
Recommendation:
THAT staff be authorized to issue a special event permit to organizers of the Rip Curl Pro Tofino for use of District-owned parking lots Cox Bay north, Cox Bay south, and Cox Bay Visitor Centre for a surf competition on Cox Bay scheduled for May 31 & June 1, 2014, and that a refundable damage deposit of $1,000 be taken as security.

Condition Assessment of District Roads (Report from Public Works and Building Inspection)
Recommendation:
THAT the ”Condition Assessment of District Roads Final Report” attached to the staff report "Condition Assessment of District Roads" dated January 21, 2014 be received for information and for inclusion in the development of the District’s Capital Asset Management Plan.

Audit Committee
Minutes:
THAT the minutes of the Audit Committee meeting held December 2, 2013 be received.
Recommendation:
THAT participatory budgeting be considered for the 2015 Council Grant Program and that an open house to gauge community support for this be conducted in early 2014.
Recommendation:
THAT the District of Tofino approach the Clayoquot Biosphere Trust for funding to help support development of a participatory budgeting process for the Council Grant Program.

13.1
Pacific Rim Visitor Centre
Notice of motion from the Mayor:
WHEREAS the Pacific Rim Visitor’s Centre is a regional visitors centre that benefits all the communities of the West Coast, and 
WHEREAS the desire has been expressed to improve operation of the centre and representation of local businesses, organizations and communities in the centre; 
THEREFORE BE IT RESOLVED, that the Tofino Council support the on-going discussions between the District of Tofino and the District of Ucluelet, their respective Chambers of Commerce and Destination Marketing Organizations, Parks Canada and the region’s First Nations for an improved approach to operations at the Pacific Rim Visitors Centre, and
THAT the Tofino Council encourage the negotiation of a new operational agreement between relevant parties to begin no later than January 1, 2015.

Rural Veterinary Services
Notice of motion from the Mayor:
THAT Tofino Council send a letter to the College of Veterinarians of BC expressing the need for basic and emergency veterinary services on the West Coast of Vancouver Island and urging the college to develop bylaws or otherwise create the necessary conditions that would permit qualified people to undertake basic procedures that improve animal welfare in rural communities (e.g., neutering) and that reduce unnecessary pain and suffering (e.g., euthanasia or stabilization of injured animal for transport).

  1. Great, The Weeping Cedar Woman might be coming "home". How much will this cost? Is the price from the artist still $20,000.00? How much for transport? base construction? erection? maintenance? The letter is great in wonderful descriptions of the "cultural benefits" of the project......but who's gonna pay for it?
    Expensive......foolishness.

  2. ugly? the whole town is being made to look like a mediocre qualicum beach with nice scenery.
    no one seems to know excellence from the lowest common denominator: ordinary consultant crap. generic bull pucky. boring uninteresting caca. we pay for poverty of imagination and hack work. the kings new clothes is us. looks fantastic! oh god its wonderful!
    lets get more!
    make it impossible to be anything but boring!

  3. The Cedar Woman is a Haida image that was stolen by a colonizer and brought to NuuChahNulth territory . It has no business being here except as a symbol of Tofino's disregard fir First Nations.

  4. Friends of Clayoquot are now taking care of attracting tourism and vitalizing main st.
    The Tofino Chamber takes care of Eco Activism, breakfast and 3rd world countries.
    TT entertains the children with Sandy in their Doll house at the dot office.

    What's next ?? "Clayoquot Action" Sea-Doo rentals

  6. What constitutes a colonizer? Why is it wrong to display something from the Haida? Is it wrong to eat Poutine at Wildside because it's from Quebec?
