Fourth and Campbell Intersection Tender
That Council approves Option 6 with respect to the scope of the Fourth and Campbell Intersection project to be tendered.

PURPOSE
The purpose of the report is to have Council authorize the budget for the Fourth and Campbell Intersection project so that it may be tendered next week.

PRIORITY OF COUNCIL
#9 Plan, build and maintain quality parks, trails & facilities.
1.    Project/Initiative: 4.f) Complete existing RMI funded projects, advocacy and reporting 2.    Project/Initiative: 9.d) Improved pedestrian and bike access.
FINANCIAL IMPACTS
The overall Fourth and Campbell Intersection project including contingencies and engineering, etc. is estimated at about 2.2 million dollars.
The discussion below outlines a number of scenarios related to how much of the project is to be undertaken at this time.
BACKGROUND
The final detailed design drawings were presented to Staff on August 7th along with a Class B construction cost estimate. The detailed design drawings are currently with the Ministry of

Transportation and Infrastructure undergoing a plan review by ministry staff.
In order to meet construction and specifically paving deadlines, staff would like to tender the project in the week of August 12 -16 (next week). The reason for the quick turnaround is the timeline around the existing 1.05 million dollars in RMI funding.
DISCUSSION
FOURTH AND CAMPBELL INTERSECTION The detailed design drawings for the Fourth and Campbell project have been completed to 85% and are attached as Appendix A.

GIBSON STREET DETOUR The District has received detailed design drawings for Gibson Street. The drawings will serve as the base for any work to be done on Gibson Street related to the detour. There are a number of factors related to the Gibson Street detour including available budget, safety, necessity and deadlines. Providing a separated pedestrian area for Gibson Street from Campbell to First is most likely the best we can do at this point. The preferred option would be to open the entirety of Gibson Street for the duration of the project. Any funds used in the development of Gibson Street would have to be funded from the RMI funding which would impact the scope of the main project.

AVAILABLE FUNDING SOURCES The District is currently holding approximately 1.05 million in RMI funding (update pending), a grant application for $130,000 from ICET is underway, plus the Campbell Street Upgrade Fund ($319,000.00), Parking-in Lieu ($437,000.00), Gas Tax ($493,000.00), HST rebates and future RMI allocations. The 2012 and 2013 RMI allocations for Downtown Vitalization could be directed towards the project.
PROPOSED FUNDING BREAKDOWNS The following table outlines how staff would propose to fund 6 different scenarios of the project depending on Council direction.

Scenario 1 (Entire Project)
Scenario 1 would involve the construction of the entire project. The risks inherent in Scenario 1 include non-approval of the ICET grant, limited ability to fund cost overruns, and reduced funding sources for future District initiatives. The benefits include the immediate completion of a high profile District project and associated water and storm sewer infrastructure developed without impact to the taxpaying public or imposition of associated infrastructure levy.

This iteration of the project includes the development of the intersection and the re-alignment of Campbell Street, completion of the landscaping along Campbell as well as the underground pipework on Fourth.

This iteration of the project includes the development of the intersection and the re-alignment of Campbell Street, not including:
•    the bike lane, parking lane, curbs, sidewalk, driveway letdowns and landscaping along the south side of Campbell west of the west side of the intersection of 4th and Campbell; and,
• All surface works along 4th Street north and south of the intersection of 4th and Campbell.

The detailed cost estimates include a 10% contingency amount.
The various scenarios have HST included which range from roughly $122,000 to $236,000, a significant portion of this is returned to the District which may be used as an additional contingency fund representing approximately 10% of the entire project. For example the refund on the HST for Scenario 1 is approximately $200,000.
TIMELINE The updated timeline for the project has a completion date by the end of December 2012. The completion of the project is tied to a number of very real and very tight deadlines with respect to the RMI funding source and the paving window. The RMI funding is to be spent by the end of the 2012, therefore, the project must be substantially underway this fall. The paving the improvments will most likely be scheduled for sometime around mid October which puts us up against the end of the paving season as the paving plants begin to shut down (the general rule of thumb is two days of dry weather and a temperature of 5 degrees and rising).

  1. This is almost double the number council has been floating for this project. We are going to find that this will be the dumbest project since the roundabout.
    $2 million dollars. wasteful, shameful.
    And we will probably end up with something like the North Chesterman parking lot, a boondoggle.

  2. This is insanity ! moderate water hazard rating,no sewer treatment,Main St crumbling and Tofino Council is spending 2 million on the already functioning intersection of 4th and Campbell ??

  3. so gibson sreet gets bugger all but a pedestrian path .i get 4 months of heavey traffic ,noise and dust..why not just fix gibson street first , ..aarrrghh ..

  4. Email comment: how is the District of Tofino going to compensate business owners impacted by this project ? September and October are still busy months. This will be a disaster for anyone doing retail near 4th and Campbell . Another lawsuit ?

  6. I understand the necessity to get a project like this under way in the Fall. Being as I have a business on 4th and Campbell, The Tofino Motel, and on the gravel road part of Gibson Street, my concerns are that one way traffic be routed into the village via Campbell, and out via Gibson to Campbell. Business needs all the Visitor traffic exposure possible in September, an important revenue month for us.
    My second concern is the need to slow the traffic down on Gibson to School Zone levels right from Campbell. As one who lives on this gravel stretch, I see lots of kids, bikes, moms, pets and people walking along a road that sees cars going way too fast. Yelling" Slow Down! You #@%^&" doesn't seem to help much. Many have tried! I asked a friend last week to hack out the "School Zone" sign overgrown with brush to slow down vehicles. It helps...but slow them down from Campbell.
    It will rain thru most of the construction period, keeping the dust down to a dull roar, I suppose.
