How does a politician with a proven record of failure continue to be promoted into larger and even more complex ministries? All the while being totally unqualified. Mismanagement of public funds and resources has become so commonplace that it's normal. The voters will tolerate it, they're used to it by now. Politicians are not expected to fix things, they're expected to produce thoughts and prayers and word salad explanations expressing how deeply they feel for the families of those affected, or whatever today's scripted version requires.
